Dr. Elva Concha LeBlanc, Ph.D.

 

 

Elva Concha LeBlanc, executive vice chancellor and provost of Tarrant County Community College District, was most recently president of the Northwest Campus of Tarrant County College District (TCCD). Northwest Campus is one of six campuses of TCCD, a multi-campus, single college district. TCCD is the sixth largest post-secondary institution in Texas and is an integral part of the prosperity and economic development of Tarrant County College. Dr. LeBlanc has provided leadership in creating the first early college high school in Tarrant County, increasing collaboration with the public schools, expanding strategic partnerships with business and industry, developing workforce programs in response to the community needs, and adding a satellite campus at Alliance airport, Center of Excellence for Aviation, Transportation, and Logistics (CEATL).

 

Previously, she was President of Galveston College and Executive Vice President for Instructional Affairs at Austin Community College. As a community college administrator in three different community colleges, she has taken the institutions to new levels of excellence by working closely with partners from business and industry, the public schools, other colleges and universities, and community organizations and internal stakeholders increasing the effectiveness in meeting the educational and workforce training needs of the community.

 

A former Tarrant County College student, Elva LeBlanc has a Bachelor of Science, Master of Education, and Doctor of Philosophy degrees from University of North Texas. She completed post-doctoral work at Texas A&M University, College Station, participated in the Hispanic Association on Corporate Responsibility: Board Leadership Program, Harvard Business School, and the IRHE Program for the Knight Collaborative the Wharton School of Management, University of Pennsylvania, and Leadership Development Program sponsored by Texas Higher Education Coordinating Board, Texas A&M University.

 

Civic responsibilities have been as board member for the University of North Texas Health Science Center Foundation, Board Member of the Women’s Policy Forum, Advisory Council at the Texas Christian University AddRan College of Liberal Arts, Fort Worth Chamber of Commerce Quality Workforce Development Committee, and President of Eagle Mountain Saginaw Rotary.
